In 1837, the Ba Quai citadel was dismantled, and Phung citadel was erected in its place on a smaller scale. Subsequently, during the French colonial period, Phung citadel was razed and rebranded as Gia Dinh, marking the commencement of urban redevelopment in the area.

The construction of a water tower in 1878 aimed to provide a vital water supply to the surrounding populace. However, by 1921, the water tower had outlived its usefulness and was demolished, paving the way for the intersection we see today.

Turtle Lake itself was constructed between 1965 and 1967 under the architectural guidance of Nguyen Ky. Restorations in the following years enhanced its allure, featuring five imposing concrete columns resembling outstretched hands and a towering central structure adorned with a large octagonal fountain. Atop the fountain sits an alloy turtle statue, accompanied by a monumental stone stele commemorating countries that recognized the Republic of Vietnam.
